Accumulate HCL Technologies; target of Rs 653: KRChoksey

Written By Unknown on Rabu, 31 Oktober 2012 | 16.02

KRChoksey is bullish on HCL Technologies and has recommended accumulate rating on the stock with a target of Rs 653 in its October 30, 2012 research report.

"HCL Technologies continued to report stellar performance especially at EBITDA margin front i.e. margins improved by 20 bps QoQ in Q1 FY13 (against our expectation of decline by 100 bps QoQ); despite headwind of wage hike which adversely impacted margin by 80 bps QoQ. Though, we were bit disappointed by slower than expected revenue growth i.e. 2.9% QoQ in constant currency terms versus our estimation of 4% QoQ growth in Q1 FY13, especially taking into account that the company had signed around $2.5 billion deals (excluding contract renewal) in Q2 FY12 and Q3 FY12 and incremental revenue flow from these deals should have reflected in Q1 FY13. However, we believe, the slower growth rate than peer set (TCS's revenue increased by 4.8% QoQ in constant currency terms) in Q1 FY13 is an aberration and will register leading revenue growth in coming quarters supported by ramp-up of the recently signed deals."

"Revenue in constant currency (CC) terms grew by 2.9% QoQ in Q1 FY13 versus our expectation of 4% QoQ growth. Lower than expected revenue growth was primarily due to decline in revenue from ERP segment by 2% QoQ (in CC); whereas infrastructure management services (IMS) and BPO registered strong growth i.e. 10.3% and 4.98% QoQ, respectively, in constant currency terms. The management commented that in the coming quarters the growth will continue to be led by IMS on back of the large deal wins in recent quarters. Whereas, discretionary projects continues to be under greater scrutiny by clients and only those projects which offer high ROI in short term are being under taken by the clients and hence discretionary spend will continue to be under pressure in near term."

"Considering better than expected earnings performance in Q1 FY13 and strong deal pipeline, we maintain our "accumulate" recommendation on the stock with a price target of Rs. 653 by assigning multiple of 13 times (i.e. around 25% discount to TCS's target P/E multiple) to its FY14E EPS of Rs 50.2," says KRChoksey research report.

Mails, unlike instant messaging services, tend to become a lengthy process. It becomes cumbersome when one has to keep switching between viewing older mails for reference, saving the current mail as a draft and searching for that mail from last month. Google seems to have eased that bit with its redesigned compose feature on Gmail. Composing an email now is quicker, for the compose box opens just like a chat window would, albeit larger. In its official Gmail blog post, Phil Sharp, Google's Product Manager, shares that with this new design, it is possible to keep the compose mail box open and still look for older mails for reference. This way, users can also keep an eye out for newer mails. Sharp writes, "The new compose is designed to let you focus on what's important: your message."

European shares firmer as markets eye Wall St re-opening

LONDON (Reuters) - European shares and the euro rose on Wednesday as investors looked ahead to key economic data and waited for Wall Street to re-open after a two-day closure.

Traders said October surveys of manufacturing activity in China and the United States on Thursday, the monthly American jobs report on Friday and the U.S. presidential election next week all had the potential to whip the markets around.

"Most asset classes remain within well-worn ranges," said Mitul Kotecha, head of Global FX Strategy at Credit Agricole CIB.

"Given the lack of first-tier data releases on tap today we do not expect this picture to change ahead of the U.S. jobs report at the end of the week," he said in a note to clients.

The euro was slightly firmer at around $1.2985, within the $1.28 to $1.32 range seen since mid-September, supported by a well-received Italian debt auction on Tuesday, together with improved Spanish economic data.

Sentiment was also helped by German retail sales numbers for September, which rose at their fastest pace since June 2011, surprising most analysts.

European stocks added to solid gains made on Tuesday, but most attention is on Wall Street, where the New York Stock Exchange, Nasdaq and U.S. bond markets are set to re-open after being shut by storm Sandy.

The FTSE Eurofirst index of top European shares rose 0.35 percent to 1,107 points, making a gain of around 1.5 percent this month. London's FTSE 100, Paris's CAC-40 and Frankfurt's DAX traded between 0.2 and 0.6 percent higher.

U.S. stock futures were up 0.6 percent.

Euro area labour market figures due out later could affect sentiment, with another increase in the unemployment rate expected for September.

German government bonds moved lower as investors prepared for a big sale of longer-dated debt by Germany and France.

Germany will sell 2 billion euros of July 2044 bonds after demand for the safe-haven paper picked up at a sale of 10-year Bunds last week. France will sell up to 7.5 billion euros of bonds with a maturity of up to 2035.

Buy IDFC; target of Rs 187: Motilal Oswal

Written By Unknown on Selasa, 30 Oktober 2012 | 16.02

Motilal Oswal is bullish on IDFC and has recommended buy rating on the stock with a target of Rs 187 in its October 29, 2012 research report.

"IDFC's 2QFY13 reported PAT grew 25% QoQ to INR4.76b (19% above est), led by lower-than-expected provisioning expenses and higher-than-expected fee income. Asset quality remained stable QoQ.  NII grew 4% QoQ and 31% YoY to INR6.6b (in line with est) driven by healthy loan growth (+6% QoQ and +36% YoY) and ~7-8bp sequential improvement in spreads. Spreads (on a 12-month rolling basis) improved to 2.58% v/s 2.52% in 1QFY13 on the back of improvement in loan spreads.  Fee income stood at INR1.44b (26% above est) led by higher-than-expected investment banking income (INR190m v/s INR30m in 1QFY13) and loan related and other fees. Gains from principal investments increased sharply to INR490m v/s INR20m in 1QFY13."

"Borrowings during the quarter grew by 7% QoQ and 36% YoY to INR537b, in line with the asset growth. However, borrowings in the form of bonds/debentures (up 47% YoY and 12% QoQ) and short term loans (up 133% YoY and 15% QoQ) grew at a much faster pace than the overall borrowing mix. Hence, the share of bonds/debentures increased to 69% from 66% in 1QFY13 and 63% in 2QFY12 and that of short term loans increased sharply to 17% from 16% in 1QFY13 and 10% in 2QFY12."

"IDFC has delivered strong performance on both growth and margin front. Expected monetary easing and reformatory steps by the government would be major catalysts in further improving the growth and profitability outlook. Healthy asset quality and prudent provisioning policy makes the company better-placed than peers. The stock trades at AP/ABV of 1.7x FY13E ABV and 1.5x FY14E ABV. Maintain buy with a target price of INR187 (based on FY14E SOTP)," says Motilal Oswal research report.

Developers looking for liquidity improvement: Sobha MD

The Reserve Bank of India cut cash reserve ratio (CRR) by 25bps to 4.25% in its second quarter monetary policy review. JC Sharma, Vice Chairman & MD of Sobha Developers said although, a repo rate cut would have been welcome, a CRR cut will eventually benefit the industry. He further added that the RBI is signaling a cautious stance on a turbulent global environment. Sharma feels interest rates have to come down for liquidity improvement and developers were waiting for it to happen.

Here is the edited transcript of the interview on CNBC-TV18.

Q: Are you going to see any impact on the demand for homes, do you think it is going to taper off because this expected falling of the EMIs is not going to happen?

A: I do not believe that. The developers were looking for improvement in liquidity as well as deduction in interest rates. We find now that banks are lending money to the developers. As far as the home loans buyers are concerned, we find that all the banks, public sector banks as well as private sector banks and HDFCs are competing with each other and reducing the rate of interest.

While rate cut would have been welcomed, this ageing of CRR and also the aggressive stance which banks are taking vis-à-vis the home loan buyer will not have any adverse impact, rather it will benefit the industry.

Q: Would consumers now be willing to buy more considering that consumers are not going to get perhaps lower rates?

A: Consumers are indeed getting lower rates. From last year to this year, from 12 percent interest they are now getting loans between 10 percent and 10.5 percent. Despite the central bank not reducing interest rate, today consumers are reaping the benefits.

Pussy Riot "risk lives" in Soviet-style prisons

By Michael Stott

MOSCOW (Reuters) - Two women from punk band Pussy Riot sentenced to jail for an anti-Putin protest in a Moscow cathedral face harsh, Soviet-style prison camps where their lives may be in danger due to a lack of medicine and no hot water amid sub-zero winter temperatures, according to a recently released band member.

Pussy Riot's protest has attracted global attention because of the two-year jail sentences meted out to its members for what prosecutors called "hooliganism motivated by religious hatred".

Opposition figures say the punishments formed part of a wave of repression against opponents of President Vladimir Putin, now in his 13th year ruling Russia.

Putin said last Thursday that the women "deserved what they got" because their punk prayer in Moscow's main cathedral last February, during which the balaclava-clad women appealed to the Virgin Mary to get rid of the president, amounted to "group sex" and threatened the moral foundations of Russia.

Yekaterina Samutsevich, the third member of Pussy Riot who was released from jail earlier this month after her sentence was suspended on appeal, spoke to Reuters in an interview about the prison camp in Mordovia, about 300 miles (500 km) southeast of Moscow where her colleague Nadezhda Tolokonnikova has been sent to serve her sentence.

She said its conditions recalled the Soviet era.

"There is no hot water in Mordovia and there are only special prison clothes given out which are very cold for the weather," said Samutsevich.

"THEY CAN DIE"

"There is no medicine. In Soviet times they thought that if people fell ill, that was their own problem ... if someone gets sick and nobody helps them, they can die - unfortunately there have been such cases and they happen periodically."

The other jailed group member, Maria Alyokhina, is bound for a prison camp in the Urals city of Perm, a location used to jail political prisoners in the Soviet era. She has not yet arrived.

Samutsevich, a small, intense 30-year-old who has worked as a computer programmer, gave the interview in a small McDonald's in a town just outside Moscow because of concerns about her security.

The first part of the interview was filmed and took place outside in a howling cold wind because the restaurant would not allow TV cameras inside.

Samutsevich predicted that Putin's government would in the end fall victim to mass unrest and said the clampdown on dissent now under way in Russia showed just how scared the Kremlin was.

"The system itself is crumbling," she said. "It's becoming more repressive ... those in power have very strong fears and their behaviour is more and more wild. We could end with a total collapse like the Soviet Union."

Putin is now starting a fresh six-year term, having won a presidential election in March with 63.6 percent of the vote. Opponents said the Kremlin's dominance over mass media, obstacles placed in the way of the opposition, ballot-stuffing and the extensive use of government resources to garner support for Putin meant the vote was not free or fair.

Samutsevich said Pussy Riot's top priority now was to campaign to free the band's two imprisoned members and it would call on other members for help.

"The band doesn't consist just of the three of us," she said. "There's more, way more people, around 20 members in the band."

Putin, she said, was trying to present the sentences against the band members as "some kind of ordinary court case for an ordinary criminal charge. But this is totally wrong and he is not succeeding".

POPULAR HOSTILITY

Polls have shown that in Russia's predominantly conservative society, where Orthodox Christian believers are a majority, most citizens approve of the jail terms for Pussy Riot and dislike their actions. More than 40 percent in a recent poll said the women's prison terms should have been longer.

Asked about popular hostility to the band, Samutsevich said the Kremlin had used its control of state television channels to present a distorted picture of Pussy Riot.

This obscured the band's real purpose and its political protest message. Instead, official media emphasised constantly that the group were anti-religious blasphemers.

Viewers, she said, "didn't see us, they didn't hear us because the federal TV channels have done their best to cut out our speech. They would cut all the episodes from the video (of Pussy Riot performing in the cathedral) where you could hear the lyrics of the songs. And when people hear the lyrics, they immediately understand the purpose of our action."

Opposition figures have pointed to the irony of Putin, a former KGB spy, speaking solemnly of the sanctity of religion in a country where, for decades, the Soviet Communist Party - which the Kremlin chief served for decades in his KGB role - repressed all forms of religious expression.

Pussy Riot's protest song began with the phrase "Virgin Mary, Mother of God, banish Putin, Virgin Mary, Mother of God, banish him, we pray thee". (Writing by Michael Stott; Editing by Peter Millership)

Gold importers retreat after last week's bargains

Gold importers in India, the world's biggest buyer, are retreating after picking up bargains last week as prices recovered from their lowest level in more than two months due to a falling rupee.

* The most-active gold for December delivery on the Multi Commodity Exchange (MCX) rose 0.18 percent to Rs 31,079 per 10 grams, helped by a weaker rupee and global leads. The contract recovered from the last week's low of Rs 30,827, a level previously seen on August 23.

* "Few stray deals are there in the market due to a depreciating rupee, we haven't seen big volumes yet compared to last week," said a dealer with a private importing bank in Mumbai.

* The festival season is underway in India and it will peak with Diwali and Dhanteras next month. Weddings also take place during this period.

* The rupee, which fell past the keenly-watched Rs 54 per dollar mark on Monday, plays an important role in determining the landed cost of dollar-quoted yellow metal.

* Global gold edged up after robust US economic data lifted prices in the previous session, but gains could be capped by a firmer US dollar.

* Silver for December delivery on the MCX was 0.02 percent lower at Rs 59,690 per kg.

Will expose owners holding benami flats in Adarsh: Digvijay

Written By Unknown on Minggu, 28 Oktober 2012 | 16.02

Indore, Oct 27 (PTI) Congress general secretary Digvijay Singh today said he would soon expose "real owners" who are allegedly holding benami flats in controversial Adarsh building. Adarsh, the 31-storey highrise in south Mumbai, became the centre of controversy following allegations that ineligible persons, including politicians and bureaucrats among others, had got membership to the society. "I will soon release names of real owners who own flats in Adarsh Housing Society," Singh told reporters. Taking a swipe at BJP president Nitin Gadkari over controversy surrounding flowing of funds into the companies that invested in Poorti Sugar and Power Limited (PSPL) promoted by him, Singh said, "Adarsh ke tale bhi koi driver ho sakta hai...(There can be a benami flat registered in someone else's name in Adarsh Society as well)". He was referring to media reports claiming that Gadkari's driver was a director in one of the companies. On Ashok Chavan, Singh said, "he was asked to step down as Maharashtra chief minister after it came to light that some of his relatives owned flats in the highrise. Adarsh was builders cooperative society and not run by the state government." The former Madhya Pradesh chief minister alleged that BJP-ruled Chhattisgarh government had allocated a coal block to party MP Ajay Sancheti's firm even though it did not fulfil the criteria for conducting commercial mining. "Gadkari ki pol khul gayee hai...unke Sancheti parivar se sambandh hain..( Gadkari stands exposed...He has relations with Sancheti family)," he alleged. Even a CAG report for 2010-11 had pulled up the Raman Singh government over the allocation, Singh said. On allegations of financial irregularities in a trust run by Union Minister Salman Khurshid and that of corruption against former Himachal Pradesh chief minister Virbhadra Singh, he said they had clarified their respective positions. Singh also denied allegations of murkier transactions involving Robert Vadra and real estate company DLF. PTI GG NSK KAS BSM

Late Arteta goal gives Arsenal win over QPR

By Mike Collett

LONDON (Reuters) - A late Mikel Arteta goal ended some determined resistance from Queens Park Rangers as Arsenal beat the Premier League's bottom club 1-0 at the Emirates Stadium on Saturday.

Arteta struck from close range after 84 minutes, turning the ball in from the rebound after the ball hit the bar.

The goal came soon after Rangers' Stephane Mbia was sent off for lashing out at Arsenal defender Thomas Vermaelen.

He was the ninth QPR player to be red carded during 2012.

Reading and Fulham drew 3-3 in a thriller at the Madejski Stadium, Wigan Athletic beat West Ham 2-1, Aston Villa drew 1-1 with Norwich City and Stoke City and Sunderland drew 0-0.

Champions Manchester City were playing Swansea at the Etihad at 1630GMT.

Arsenal's win halted a run of two successive defeats to Norwich City in the Premier League and Schalke 04 in the Champions League over the last seven days.

The Gunners welcomed back Jack Wilshere after the England midfielder missed the last 17 months with ankle problems and he played well for the 67 minutes he was on, helping Arsenal move into fourth place while QPR are still without a win in their opening nine league games and have only three points.

Arsenal manager Arsene Wenger told Sky Sports the victory came as a relief after a difficult week.

"When you lose two games the confidence goes quickly and for us today the most important thing was to win the game," he said.

"It was a fight against a good QPR side and a fight against our nerves. But QPR are a good team and they will not stay bottom of the league."

SIX-GOAL THRILLER

Reading and Fulham shared the points in a six-goal thriller which left Reading still looking for their first win of the season, although they moved up a place from 19th to 18th, ahead of Southampton who play Tottenham Hotspur on Sunday.

Mikele Leigertwood put Reading ahead with a fine strike after 26 minutes before Brian Ruiz equalised for Fulham in the 61st minute three minutes after coming on as a substitute.

Chris Baird put Fulham 2-1 up after 77 minutes but had to go off after injuring himself on the advertising hoardings as he celebrated his goal.

Three goals then followed in the closing stages as Gareth McCleary made it 2-2 after 85 minutes before Dimitar Berbatov looked to have scored Fulham's winner two minutes from time with a thunderous drive.

Then, almost with the last kick, Hal Robson-Kanu earned Reading a point, scrambling home from close range.

Goals from Ivan Ramis and James McArthur gave Wigan their second win of the season and halt West Ham's strong start to the season despite a late reply by James Tomkins.

Aston Villa continue to labour towards the relegation zone after a disappointing home draw with Norwich.

Villa, whose manager Paul Lambert was up against his old club, were reduced to 10 men when Joe Bennett was sent off early in the second half.

They had taken the lead through Christian Benteke but Michael Turner replied for Norwich late on.

Federer to face Del Potro in Basel final

By Brian Homewood

BASEL (Reuters) - Roger Federer and Juan Martin del Potro will meet on Sunday for the first time since their epic Olympic Games clash after both beat French opponents to reach the final of the Basel Open.

Argentine Del Potro overpowered Richard Gasquet 6-2 6-2 to reach his fifth final of the year while world number one Federer met more resistance before beating Paul-Henri Mathieu 7-5 6-4.

Federer has spoiled what has otherwise been an excellent year for Del Potro, winning all six of his meetings against the Argentine on a mixture of clay, grass and hard courts.

The most recent of those was their astonishing Olympic semi-final at Wimbledon where Federer won a 36-game final set.

Del Potro, who claimed his third title of the year in Vienna last week, also lost to Federer in the quarter-finals of the Australian and French Opens, the Rotterdam final, the Indian Wells quarter-final and the Dubai semi-finals.

Overall, Federer has won 13 out of 15 meetings with Del Potro whose only wins over the Swiss were at the U.S Open final in 2009 and at the World Tour Finals the same year.

"You have to hit winners all the time and see if you have a chance to win, there are very few players who can beat him," Del Potro told reporters.

"This year, I have lost to him six times already, I was very close at the Olympics and I was ahead at the French open."

"It will give me a chance to measure myself against him and see how far I have come."

"The important thing is to keep getting closer to the top five," added Del Potro, who has edged his way back towards the top despite a series of injuries including a wrist problem which forced him to miss most of the 2010 season.

Gasquet provided some resistance for the first four games which all went with serve.

Del Potro then won the next four games to take the first set which he wrapped up with his third ace of the match.

Both players lost their opening serve in the second set and, although Del Potro's serve was not at its best, he was still far too powerful for the Frenchman, running out an easy winner to win his eighth match in a row.

Federer did not have to face one break point against Mathieu, converting two of the four that came his way to ease into the final of his hometown where he will be looking for a sixth title on Sunday.

"(There will be) No early...nor mid-term polls and the upcoming Parliament session would go smoothly," Singh said during a press conference here today. On reports of strained ties between UPA parties, Singh said, "There were always difficulties in coalition governments, which, the UPA government, too, is facing".

Alleging that the BJP had always made an issue of the development measures taken by the Congress-led UPA government, Singh said, "I am shocked that the BJP had opposed implementation of VAT, de-regulation of petrol and FDI in retail, which the erstwhile NDA government had decided to effect in its policies".

The BJP-ruled states were not providing any relief in tax or providing subsidy to consumers, he alleged. On the issue of subsidised LPG cylinders, Singh said, the Congress leadership was considering to raise the number of subsidised cylinders to at least nine and the BJP-ruled states should also provide three more subsidised cylinders to consumers. The former Madhya Pradesh Chief Minister claimed that there was no discord within the state congress committee, led by Kantilal Bhuria.

Meanwhile, when asked about Singh's comments on the sidelines of a function here today, Chief Minister Shivraj Singh Chouhan said he did not want to indulge in any allegation and counter-allegation game. "I will appeal to everyone cutting across the party lines that they should not give a political colour to any development works," he said. "I do not want to spend my energy on what he (Digvijay) told media," Chouhan added.

There would be no mid-term polls, says Digvijay Singh

Will expose owners holding benami flats in Adarsh: Digvijay

Mighty Sydney look to hit Lions for a six in CLT20 finale

Johannesburg, Oct 27 (PTI) Invincible so far in the competition, Sydney Sixers are firm favourites for the title but South Africa's enterprising Highveld Lions would look to upset the Australian powerhouse's applecart when the two sides clash in the Champions League Twenty20 final here tomorrow. Sydney won each of their five matches -- including four group stage games -- to be considered by far the best team to take the field in the competition. Despite losing the services of their match-winner, prolific all-rounder Shane Watson, Sydney were strong enough for the Mumbai Indians in their final Group fixture and their semifinal clash against the Titans even though it was a close shave last night. The unavailability of Watson is certainly a big blow for Sydney Sixers, given that a winner's cheque of USD 2,500,000 rides on this match. Watson, incidentally, was a key figure when Sydney beat the Lions in a low-scorer during the group stage earlier in the tournament. However, the Australian outfit will not be too concerned, given they have several players who have been in good touch. Skipper Brad Haddin has been consistently among the runs. Michael Lumb too has been in outstanding form, having scored in every outing. In Moises Henriques and Steve Smith, the Sixers have two players in their middle order who are contributing regularly. But a few chinks in the armour were left exposed by the last-ball last night's win over Titans during which Smith and Haddin failed to add anything significant. Sydney's bowling has been impressive with Mitchell Starc being the leading wicket-taker. In Pat Cummins, the Sixers have another strike bowler, while the likes of Moises Henriques and Josh Hazlewood have been very effective in the middle overs. PTI PM MRM MRM

Syria bombards major cities, further undermining truce: activists

BEIRUT (Reuters) - Syrian opposition activists reported a return to heavy government bombardment in major cities on Saturday, further undermining a truce intended to mark the Muslim Eid al-Adha religious holiday.

Activists in the eastern city of Deir al-Zor, the suburbs of Damascus and in Aleppo, where rebels hold roughly half of Syria's most populous city, said that mortar bombs were being fired into residential areas on Saturday morning.

The bombardment came on the second day of a truce called by international peace envoy Lakhdar Brahimi, who had hoped to use it to build broader moves towards ending the 19-month-old conflict which has killed an estimated 32,000 people.

"The army began firing mortars at 7 a.m. I have counted 15 explosions in one hour and we already have two civilians killed," said Mohammed Doumany, an activist from the Damascus suburb of Douma, where pockets of rebels are based. "I can't see any difference from before the truce and now," he added.

The Syrian military has said it responded to attacks by insurgents on army positions on Friday, in line with its announcement on Thursday that it would cease military activity during the holiday but reserved the right to react to rebel actions.

A statement from the General Command of the Armed Forces detailed several ceasefire violations in which it said "terrorists" had fired on checkpoints and bombed a military police patrol in Aleppo.

More than 150 people were killed on Friday, said the Syrian Observatory for Human Rights, a British-based opposition organisation with a network of sources within Syria.

Most were shot by sniper fire or in clashes, the Observatory said, highlighting a temporary drop in intensity of the civil war in which Assad's forces have been conducting daily airstrikes and heavy artillery raids in most cities.

Forty-three soldiers were killed in ambushes and during clashes, it added, and state TV reported a powerful car bomb which killed five people in Damascus.

Violence had initially appeared to wane in some areas on Friday but truce breaches by both sides swiftly marred Syrians' hopes of celebrating Eid al-Adha, the climax of the Haj pilgrimage to Mecca, in peace.

Brahimi's ceasefire appeal had won widespread international support, including from Russia, China and Iran, President Assad's main foreign allies.

The war in Syria pits mainly Sunni Muslim rebels against Assad, from the minority Alawite sect which is distantly related to Shi'ite Islam. Brahimi has warned that the conflict could suck in Sunni and Shi'ite powers across the Middle East.

Brahimi's predecessor, former U.N. chief Kofi Annan, declared a ceasefire in Syria on April 12, but it soon became a dead letter, along with the rest of his six-point peace plan. (Reporting by Oliver Holmes; Editing by Myra MacDonald)

Woods loses ground in Malaysia, Van Pelt flirts with 59

By Patrick Johnston

KUALA LUMPUR (Reuters) - Tiger Woods found lakes, bunkers and cart paths to stall his third round charge up the CIMB Classic leaderboard on Saturday, as Bo Van Pelt grabbed a share of the lead after flirting with golf's magical 59.

Defending champion Van Pelt double-bogeyed the last to sign for a nine-under-par 62 and sit at the top of the leaderboard on 16-under 197 alongside overnight front-runner Robert Garrigus (69), with Woods (69) a further five shots back in joint 10th.

Heavy rain in Malaysia led to a second day of preferred lies at the soggy Mines Golf Course, leaving the course exposed to supreme scoring with only five of the 48 players in the field going over par in their third round.

Woods had raced to the turn in 30 after five birdies and four pars but his round unravelled on the back nine as he dropped five shots to offset two more birdies on another stifling day in Kuala Lumpur.

"I made a couple of bad decisions, bad swings on top of that, just all-in-all made too many mistakes and on a golf course that is playing this benign, you cant afford to do that," Woods told reporters.

"I'm going to have to shoot a low one tomorrow, something similar like Bo did today, but probably being this far back, I'm going to need some help, a great round tomorrow might not win that's the only problem."

Starting the day five behind Garrigus, Woods roared out of the blocks, holing a 12 foot birdie putt from the fringe on the short par-four first as he finally found some form with the short stick after two days of struggles.

Four further birdies came by the eighth as he raced to 14-under and held the lead on his own in the PGA and Asian Tour co-sanctioned event, which will become an official tournament on the American circuit next year.

However, the rest of the field were also taking advantage of the ideal conditions and Woods was joined at the top by four others at one stage, including Van Pelt, who had started the day seven back but turned in 29 to make up the gap.

Van Pelt added further birdies at 10, 11 and 12 to make it five in a row as he moved two ahead of Woods and set up the chance of joining the likes of David Duval, Chip Beck and Stuart Appleby in the 59-club.

BACK-NINE TROUBLES

While Van Pelt charged, Woods was enduring a difficult start to the back nine as he lost his second shot to the par-five 11th way right, the ball bouncing off the cart path and finishing up with an awkward lie on a bank.

Standing on the path, Woods chipped down to 20 foot but missed his birdie effort and he also failed to get up-and-down from the edge of the green on the next hole, missing a slippery downhill four-footer for par to drop his first shot of the day.

After rolling in a straight 15 foot effort for birdie on the par-four 13th, Woods' approach to the par-three 14th came up short and rolled down the bank into the lake, leading to a double bogey after a duffed chip.

Woods rattled in a 20 footer for birdie on 15 but he dropped another at the par-three 16th after failing to get up and down from the bunker and then three-putted 17 for bogey after missing a short putt.

Van Pelt had few such worries on 16 as he rolled in his 10th birdie putt of the day on the hole, before narrowly missing a lengthy eagle putt at 17, when his curling effort across the green at the par-five just brushed the edge of the hole.

Needing a birdie at the last for the magical but unofficial 59 due to the preferred lie rule, Van Pelt drove through the fairway to the left of the tee before plonking his approach to the par-four in the bunker right of the green.

A poor, escape and heavy chip shot left a six-foot bogey effort which lipped out to end his sparkling round in disappointing fashion.

"Obviously disappointing to finish with a double, but I look back on the 17-and-a-half holes I played well, and you know, hopefully that will carry over into tomorrow - not the last half," Van Pelt told reporters.

Netanyahu's hard-right alliance could backfire in ballot

By Dan Williams

JERUSALEM (Reuters) - Prime Minister Benjamin Netanyahu's tie-up with far-right coalition partner Foreign Minister Avigdor Lieberman could backfire by eroding their lead ahead of Israel's January 22 ballot, a poll said on Friday.

The findings flew in the face of Netanyahu's prediction that, by merging with his fiery rival for nationalist votes, he would muster a "big, cohesive force" of support for winning a third term as premier.

They also suggested that opposition parties, long dawdling thanks to Israel's stable economy and disillusionment with the deadlocked Palestinian peace process, would be reenergised by the conservative incumbent's new ideological tack.

According to a survey published by top-rated television station Channel Two, the joint candidate list of Netanyahu's Likud and Lieberman's Israel Beiteinu parties, announced on Thursday, would take just 33 of the 120 seats in parliament.

Though that still puts them ahead of rival parties, it represented a drop-off from Monday, before the unexpected alliance was unveiled, when a poll for parliament's television station Knesset 99 gave them a combined 39 seats.

"Unifying lists usually shrinks them," commented Nahum Barnea of the biggest-selling newspaper Yedioth Ahronoth.

"Anyone who did not tolerate Lieberman and voted for Netanyahu will think twice, and the same is true for those who did not tolerate Netanyahu and voted for Lieberman."

FRACTURED OPPOSITION

Friday's poll also found boosted support for Israel's strongest opposition parties, left-leaning Labour and the new, centrist Yesh Atid. They were seen taking 27 and 18 seats, respectively, up from the 19 and 15 predicted on Monday.

Reasons analysts gave for that shift included worry among wavering Israelis about the rise of Lieberman, an often undiplomatic top diplomat who faces possible indictment on graft charges - though he denies wrongdoing.

His party has sparred with Israel's Arab minority and promoted legislation that critics denounced as an undemocratic targeting of liberal causes, such as a move to slap a 45 percent tax on foreign donations to human rights groups.

While Channel Two projected an even 60-60 seat split between coalition and opposition parties in the next parliament, most commentators agreed that the latter were unlikely to build on that strength by uniting to offset the Netanyahu-Lieberman list.

"There is no agreed-upon (opposition) leader and no consensus, and almost no union seems possible there," wrote Shalom Yerushalmi of Maariv daily.

Explaining their surprise political partnership, Netanyahu and Lieberman cited the need to tackle security challenges like Iran's nuclear programme and domestic problems, free of fractious small-party wrangling. The secularist Lieberman is also pushing to end en masse exemptions granted to Israeli Arabs and ultra-Orthodox Jews from compulsory national service.

Israeli media said the two leaders decided to merge after surveys commissioned by their parties predicted they would together take between 45 and 47 parliamentary seats. Sources in both parties said they were not aware of any such polls.

Obama to vote tomorrow for presidential election

Written By Unknown on Kamis, 25 Oktober 2012 | 16.02

President Barack Obama would cast his ballot tomorrow for the November 6 US presidential elections, thus becoming the first US President to vote early in the country's electoral history. Obama, 51, will stop in Chicago during his 48-hour tour of several key battle ground states of Colorado, Ohio, Nevada and Virginia.

"I am going to stop in Chicago to vote before this 48-hour day is done," Obama said. US First Lady Michelle Obama cast her vote for presidential election on October 16. "I can't tell you who I'm voting for. It's a secret ballot. But Michelle (Obama) says she voted for me. That's what she said," Obama said.

Under US laws voters get an option to vote ahead of elections, the date and duration of which varies from state to state. Obama Campaign spokesperson Jen Psaki told reporters that in Chicago, Obama will "make history by being the first sitting President to vote early."

"We can vote early in Illinois just like you can vote early in Colorado. And I've come back to Colorado - and this may not be the last time you'll see me. I've come to ask you for your vote. I've come to ask you to help me keep moving America forward," Obama said in his remarks.

A Time magazine poll released yesterday said that Obama is leading by the margin of two-to-one among early voters in Ohio. Making his last pitch efforts in key battleground States ahead, Obama passionately sought second term to achieve the goals that he has set for the country. "I'm asking you to keep believing in me," Obama said addressing an election rally in Denver, Colorado.

"We're going to win this election. We're going to finish what we started. We'll remind the world why the United States of America's the greatest nation on Earth," said the US President. Referring to the five point economy revival plan of Mitt Romney, Obama said his Republican challenger has just one point plan.

"It turns out, it's not a five-point plan Governor Romney's got. It's a one-point plan," he said. Obama said he has kept many of the major commitments that he made. "I told you we'd end the war in Iraq; we ended it. I said we'd end the war in Afghanistan; we are. I said we'd refocus on the terrorists who actually attacked us on 9/11, and now we've got a new tower rising above the New York skyline, and al- Qaida's on path to defeat. Osama bin Laden is dead. Our heroes are coming home.I kept those promises," he said.

ICICI Bank can touch Rs 1100, says Jitendra Panda

ICICI Bank can touch Rs 1100, says Jitendra Panda, Future Capital.

Panda told CNBC-TV18, "If you see for today, I am saying to buy a put option but for November series there are pockets of strength and especially the largecaps, which in the Nifty stocks we are seeing are doing well. One is certainly the banking sector which everybody has been seeing and we have been seeing good rollover especially on the private sector banks, whether it is Yes Bank or Axis Bank or ICICI Bank."

He further added, "The rollover has been good and positive. Bank Nifty rollover has been very good and we believe on the long side going forward, so banks do look well. ICICI Bank remains a top pick there and we are recommending that stock to be bought at this level for November series, keep your stop loss at Rs 1,060 and maybe Rs 1,100 is the short-term target and then in next 4-5 trading sessions you can see Rs 1,100, so that is what on the banking sector."

"One more stock, which is looking where we can see a breakout above 5,720-5,730 is Reliance Industries . After a long time, after a lot of series we are seeing a very good rollover and positive rollover and good open interest getting added there. So Reliance is showing some underlying strength now. That could in the last 10-15 days we have seen some strength building up there. So that could be one dark horse which can give the breakout on the upside if this stock is doing well."

"So we are recommending a buy there, keep your stop loss at Rs 807 on the equity side on the cash market price and look at Rs 825 on the cash market price and if you can see the November series is already rolling over in a premium on Reliance and with good amount of open interest. So that could be a dark horse for November series among the Nifty stocks."

No decision made on giving Greece extra time - Asmussen

Written By Unknown on Rabu, 24 Oktober 2012 | 16.02

BERLIN (Reuters) - No decision has been made to give Greece an additional two years to reach its fiscal targets but the troika of international lenders is making progress, European Central Bank board member Joerg Asmussen said on Wednesday.

"So far there is no final agreement by the troika with the Greek government. We are making progress in Athens, but we are not there," Asmussen told German public broadcaster ARD. "If one were to stretch the fiscal targets by two years, it would mean the other euro zone states having to provide more financial means."

A draft of agreed measures and targets between Greece and its lenders obtained by Reuters showed that the austerity cuts would be spread over four years as sought by Athens rather than the two years originally envisaged under Greece's bailout.

ATIMA, Syria (Reuters) - Hundreds of Syrian refugees have poured into a makeshift refugee camp overlooking the Turkish border, fleeing a week of what they say are the most intense army bombardments since the uprising began 19 months ago.

In the past two days, 700 tents have been erected in a sprawling olive grove on a hill just inside Syria and all of them have already been claimed.

Dozens of stranded families struggle into the camp to find no shelter, but are afraid to return home to the horror of the constant shelling.

Nabil, a pale 20-year-old with dark rings under his eyes, watched dozens of women and children who came with him from his mountain village of Jabal al-Zawiya cram themselves back into the truck that brought them, hoping to find refuge in a nearby village.

"Some of the bombs were so big they sucked in the air and everything crashes down, even four-storey buildings. We used to have one or two rockets a day, now for the past 10 days it has become constant, we run from one shelter to another. They drop a few bombs and it's like a massacre," he said.

"My family came home this morning and found our house was completely destroyed. Luckily we were hiding in a cave. I had nothing to bring with me."

Like Nabil, most of the refugees were from Idlib province and said they were paying the price for rebel advances in the area.

Fighters trying to topple President Bashar al-Assad have seized the strategic town Maarat al-Numan along the north-south highway, the army's main supply route, as well as several military positions.

War planes launched a series of bombing raids on Maarat al-Numan and nearby villages on Wednesday morning, the British-based Syrian Observatory for Human Rights said.

It said that so far five people from one family, including a child and a woman, were killed in Wednesday's assault.

For two weeks, rebels have surrounded and attacked Wadi al-Deif, an army base east of Maarat al-Numan, and the army has responded with heavy bombardment in the surrounding areas.

More than 32,000 people have been killed in the conflict, according to the Observatory, and the number rises daily.

REVENGE ATTACKS

Bassam, a 19-year old construction worker from a village near Maarat al-Numan, accused the army of revenge attacks.

"Every time the rebels make an advance, we get hit. Plus we have Free Syrian Army members in the town. So we are basically getting the brunt of army's revenge attacks."

Refugees are given two meals a day by volunteers from Turkish charities but those living here are suffering from the rain and cold nights that warn of winter ahead. The tents were provided by various charities although the major international agencies did not appear to be present.

At dusk, families huddled around camp fires, their only source of heat.

Most had hoped to go to Turkey but have been stuck on the Syrian side of the border. Turkey, with more than 100,000 refugees, says it is filled to capacity until it can build more camps. In the meantime, families here wait in the hope those promises will come through.

With no official patron, conditions are poor and worsening as the inhabitants increase. There are only two toilets for a group that likely numbers around 10,000 people.

The reek of sewage pervades the camp and a small first aid tent is always crowded with those seeking medical help.

Women complained they had no place to bathe - washing areas are out in the open.

"I haven't been able to wash myself since we arrived a week ago. I see women rinsing off in their clothes" said Lama, a young woman whose family fled with dozens of people from their small village in Idlib, Kafar Awaid.

Families began gathering on the border here two months ago, and those who first arrived spent weeks camped under the trees before charities started to bring tents.

With numbers now rapidly rising, they are calling for more aid, particularly blankets and clothes for people who have arrived with nothing.

At the bottom of the hill, Haitham Balbash and his sons dug channels around their mud-splattered tent, hoping to channel the rain away from their tiny shelter that houses his family of 12.

"Bombs, bombs, bombs. I've lost five relatives this month," he sighed. "My house was levelled. We went to another village. Then it started getting hit, so we felt there was no choice left but to come and wait here."

He wiped the rain off the leathered skin on his face, shaking his head as he considered where his country is heading.

"Is there anything left of Syria? I don't even think about my own future, my life is over at this point. I just hope it will end for my children."

Many families, desperate to find shelter and fed up with waiting, headed to the nearby Bab al-Hawa crossing, but Turkey grants entrance only to those with passports. Many have fled with no identification or never got a passport.

A crowd of men and women holding crying babies demanded entrance but officials shut the gates on them.

Inside the makeshift camp in Syria, young Nabil considered returning to home to Jabal al-Zawiya despite the shelling.

"I think I'd rather die as a martyr from bombs than live here, like an animal."

China propaganda post likely to go to a conservative Hu loyalist

By Benjamin Kang Lim and Ben Blanchard

BEIJING (Reuters) - A loyal ally of Chinese President Hu Jintao is the front-runner to become propaganda minister during a once-in-a-decade generational leadership change, two sources said, but while media-savvy he is unlikely to drastically loosen tight controls.

Liu Qibao is tipped to be appointed to the post during the Communist Party's 18th congress, which opens on November 8, at which the party will anoint Xi Jinping as the country's fifth generation leader after Mao Zedong, Deng Xiaoping, Jiang Zemin and Hu Jintao.

China's apex policy-making body, the seven-member standing committee of the politburo, will be unveiled at the congress. The meeting will decide upon a whole slew of new officials, including provincial party heads and cabinet ministers.

"Liu Qibao is likely to take over as propaganda minister unless there is a change at the last minute," one source told Reuters, requesting anonymity to avoid repercussions for discussing secretive elite politics.

A second source confirmed that Liu was the front-runner for the position.

The post is vital to both instilling confidence in the party and its policies and ensuring a monopoly on the flow of information, something which is getting harder in modern, wired China, with web sites and several feisty new publications straining at the leash to uncover corruption and abuse of power.

Whoever runs it will be in charge of disseminating official policy and viewpoints as well as trying to combat rumours spread by the growing lack of public trust in mainstream state-run media's often mundane and occasionally dubious reporting.

Liu, 59, is currently party boss of the populous southwestern province of Sichuan, a job he was given in 2007. He won plaudits for rebuilding areas struck by the massive 2008 earthquake in which at least 87,000 people died.

Liu can be media-savvy, engaging ordinary people's problems via online questions and using the popular Twitter-like microblog Sina Weibo to send messages, unusual for a senior Chinese official.

"Speaking the truth -- these are the best words you can use," state media quoted Liu as telling a forum last year. "If you want the people to tell you the truth, then officials have to be brave enough to hear the truth, and they must create the right conditions for it."

Yet he has taken a hardline approach to tackling a surge of self-immolations and protests in restive ethnic Tibetan parts of the province, and has locked up some dissidents.

He has also come down hard on Sichuan-based dissidents, including Tan Zuoren, serving five years for subversion after documenting shoddy construction that contributed to deaths in the 2008 quake, and human rights advocate Chen Wei, jailed for nine years for writing essays critical of the government.

POOR BACKGROUND

Liu has direct experience working at the centre of China's formidable propaganda machine, spending a year as a deputy editor at party mouthpiece the People's Daily from 1993 to 1994.

According to an official biography, he comes from a poor background and rose to the upper echelons of the party through Hu's powerbase of the Communist Youth League. For the party, these attributes make him an ideal candidate to run the propaganda team.

"They have to be very reliable in the eyes of the party," said Xiao Qiang, a China media expert at the University of California at Berkeley.

"For the propaganda department, they always need control freaks, not somebody who will make mistakes, and that seems like the kind of personality Liu Qibao has," he added.

Other candidates for the post include Hu Chunhua, party boss of the northern region of Inner Mongolia, and Wang Yang, the reform-minded party boss of the booming southern province of Guangdong, the sources said.

The job reports to an overall propaganda tsar on the standing committee.

If confirmed, Liu will replace Liu Yunshan, who is a preferred candidate to make it to the standing committee. The two Lius are not related.

Liu Yunshan has kept domestic media on a short leash and struggled to control China's increasingly unruly Internet, which has over 500 million users.

The new leadership will most probably keep those restrictions, nervous as it is about stability and the need to ensure one-party rule.

"I see no sign of a relaxation of media controls on the horizon. What are the benefits? If you do it, then all the bad stuff comes out," said Nicholas Bequelin, a researcher at Human Rights Watch, a New York-based advocacy group.

Woods still has the 'wow factor' in Malaysia

By Patrick Johnston

KUALA LUMPUR (Reuters) - Tiger Woods has found himself somewhat overshadowed by Rory McIlroy's glittering rise to the top of world golf, but Woods' Ryder Cup team mate Jason Dufner says the 14-times major winner has not lost any of his lustre.

While McIlroy is in China this week to compete in the BMW Masters in a stellar field of major winners and former world number ones, Woods is competing in the CIMB Classic in Malaysia where he is one of only eight players from the top-50 competing at the $6.1 million event.

While the quality of the 48-man field lacks the depth of the BMW Masters in Shanghai, Dufner said the appearance of Woods was a massive boost for the tournament, which will become part of the PGA Tour's Fedex Cup schedule in 2013.

"I think it's a great thing for this event and for the country of Malaysia to have a player of Tiger's calibre come and fit this event into his schedule," Dufner told reporters on Wednesday.

"As players we appreciate it because it makes the field and the event attract a little more media. You get more spectators out here. He tends to pull in spectators. A lot of people want to see him play some golf.

"There is no doubt about it, when Tiger is in the field it just makes the event better overall."

The 48-man field at the Mines Resort in Kuala Lumpur also features the top 10 players from the Asian Tour's Order of Merit plus two Malaysia qualifiers.

For the likes of India's Gaganjeet Bhullar the rare occasion of competing alongside Woods is something very special.

"He was standing right behind the tee box waiting for me to clear it," the world number 119 said after Tuesday's practice round. "Suddenly you see Tiger Woods standing right behind your tee box, obviously, it's kind of intimidating.

"Tiger Woods is a legend, and a living legend. What he has done, no one else has done in this generation. I think all of Asia is getting excited to see him this week."

The 'Woods factor' was evident on Wednesday as hundreds of fans flocked to the 18th green to see Woods complete the tournament's pro-am with Malaysian Prime Minister Najib Razak, while most other players were spectator-free.

While most spectators will come to the event expecting to see Woods or Dufner win, American David Lipsky was confident one of his Asian Tour colleagues could upstage them.

"Oh, yeah, no doubt," the world number 227 said.

"I know the guys I play against week in and week out ... they have the game to shoot 20 under, 25 under here that it took last year."

Hamilton hits out at UCI boss McQuaid

By Julien Pretot

PARIS (Reuters) - Tyler Hamilton, whose testimony helped bring down Lance Armstrong, blasted International Cycling Union (UCI) President Pat McQuaid on Tuesday, saying the Irishman has "no place" in the sport.

McQuaid had described Hamilton and Floyd Landis, who also testified against Armstrong, as "scumbags" on Monday after the UCI ratified the U.S. Anti-Doping Agency's decision to strip Armstrong of his seven Tour de France titles.

Hamilton and Landis were among the 11 former Armstrong team mates to testify against him.

"Pat McQuaid's comments expose the hypocrisy of his leadership and demonstrate why he is incapable of any meaningful change," Hamilton wrote in a statement on Tuesday.

"Instead of seizing an opportunity to instil hope for the next generation of cyclists, he continues to point fingers, shift blame and attack those who speak out, tactics that are no longer effective. Pat McQuaid has no place in cycling."

McQuaid had started to thank those who had testified before the USADA but then directed his anger at Hamilton and Landis, the first Armstrong team mates to break the code of silence.

"Landis started it, he was in a bottomless hole and he said the only way out of it was to bring the sport down," McQuaid said on Monday after his hour-long media conference in Geneva.

"Another thing that annoys me is that Landis and Hamilton are being made out to be heroes. They are as far from heroes as night and day. They are not heroes, they are scumbags. All they have done is damage the sport."

Both Landis and Hamilton have said the UCI covered up an Armstrong positive test for the banned blood booster EPO at the 2001 Tour de Suisse.

The UCI, however, have denied covering up a test, producing on Monday what they said was evidence that an Armstrong sample was 'suspicious', not 'positive'.

"We did not cover up anything because there was nothing to be covered up," said McQuaid.

Landis, who was stripped of his 2006 Tour title for doping, admitted in 2010 to using performance-enhancing drugs and said his former team leader at US Postal, Armstrong, also cheated.

Tight security as international cricket returns to Pakistan

Written By Unknown on Minggu, 21 Oktober 2012 | 16.02

KARACHI (Reuters) - Top-level security involving more than 5000 police and para-military officials was in place on Saturday as cricket-starved fans in Pakistan finally got to see some live international action for the first time in more than three years.

The country has been a no-go area for international athletes since March 2009 when militants attacked the Sri Lankan cricket team in Lahore, which left six Pakistani policemen and a van driver dead.

On Saturday, local officials and security personnel put an elaborate security plan into place for the first of two Twenty20 exhibitions in which a Pakistan All Star XI took on an International World XI side.

"We had drawn up a proper security plan for the teams and even their routes were kept a secret," DIG police Shahid Hayat, who supervised the security operation, said.

A convoy of 12 police vans with an ambulance in tow drove the teams into the stadium.

"We know how important these matches are to convince the international cricket community that Pakistan is still a safe place for visiting teams," the Governor of the Sindh province, Dr Eshratul Ebad, told reporters.

World XI skipper Sanath Jayasuriya, who led a team mostly made up of former internationals, added: "It is a grand occasion for Pakistan cricket and we are happy to be part of these matches."

PSG hit the top after Gameiro floors Reims

PARIS (Reuters) - Paris St Germain went to the top of Ligue 1 on Saturday after a Kevin Gameiro header clinched a hard-fought 1-0 home victory over Stade Reims.

Reims had a chance to go in front in the 40th minute but Diego's penalty was saved by goalkeeper Salvatore Sirigu after Gregory van der Wiel had handled.

Gameiro, who scored twice last month in the only other league game he has started this season, then headed in a neat cross by Maxwell in the 65th minute.

PSG have 19 points from nine games, ahead on goal difference from Olympique Marseille who visit bottom club Troyes on Sunday (1900 GMT). Reims are sixth on 14 points.

The hosts struggled with an experimental midfield in the first half but Gameiro went close in the 29th minute when his effort was cleared off the line by full back Aissa Mandi.

Reims twice went close at the end of the opening period, Diego failing to convert his penalty and Maxwell clearing a Pape Souare header off the line.

PSG upped the pace after the break and were unlucky when Blaise Matuidi and Jeremy Menez hit the woodwork before Gameiro finally broke through.

Reims almost snatched an equaliser as Julien Toudic's scissors-kick struck the crossbar with five minutes to go.

Race tightens for Obama, Romney ahead of final debate

By Jeff Mason

WASHINGTON (Reuters) - The race between President Barack Obama and rival Mitt Romney has tightened in the days before their final televised debate, with the Republican closing the gap on Obama's slight but steady lead in a Reuters/Ipsos online poll.

Data from the daily tracking poll released on Saturday showed the Democratic incumbent with a small lead over the former Massachusetts governor, but the margin has narrowed from Friday and from results earlier in the week.

Forty-six percent of likely voters said they would vote for Obama in the November 6 election, while 45 percent said they would back Romney.

On Friday, Obama was ahead by three percentage points at 46 percent compared to 43 percent for Romney.

"Our numbers have shown ... Obama fairly steadily ahead by three points over the last couple of days and today's data does show a tightening in those numbers," Ipsos pollster Julia Clark said.

"It's very much neck and neck. I anticipate actually that we're going to see these numbers neck and neck all the way to Election Day."

Romney got a big boost from his strong performance in the first debate on October 3 with Obama, who was widely judged to have given a passive, lackluster performance.

The president charged back with a sharper appearance in their second debate on October 16, comforting frustrated Democrats. While opinion polls showed most viewers thought Obama won that debate, Clark said he did not, in the end, get a noticeable bounce in the polls as a result.

"I wouldn't say that we saw a second-debate bounce for either candidate," she said, while predicting that the third and final debate on Monday would not affect the race dramatically unless one of the candidates made a significant gaffe.

The final debate focuses on foreign policy. Obama is spending the weekend at the presidential retreat at Camp David in Maryland to prepare, and Romney is doing the same in Florida, a battleground state where the debate will be held.

Though national polls give a sense of the mood of the electorate, the winner of the White House race will be determined by electoral votes from a handful of states such as Ohio and Florida that swing, historically, between voting for Republicans and Democrats in presidential elections.

A RealClearPolitics average of polls on Saturday showed Obama ahead in Ohio by 2.5 percentage points and Romney ahead in Florida by 2.1 percentage points.

The precision of Reuters/Ipsos online polls is measured using a credibility interval. In this case, the poll has a credibility interval of plus or minus 3.0 percentage points for likely voters.

"Corruption in India stems from three quarters – revenue "Corruption in India stems from three quarters – revenue collection, clearances and delivery of citizen's services. The loudest clamour is mostly about corruption in clearances, where the political executive uses its decision-making powers to deliver benefits for a price. "The theft in revenue areas, however, has not received equal attention although it is a creeping crisis. The under- reporting of income in business transactions, the over invoicing of imports by corporate and the under-invoicing of exports are the principle routes of black-money generation. In recent times, mergers and acquisitions have been used to transfer ill-gotten assets," he writes. The author feels that Indians must demand a transparent system of political funding, the kind followed in America. "It has its downsides, of course, such as the rich concerning the attention of lawmakers. But it is transparent enough for citizens to know who is paying money to parties and what is expected in return." Aiyar claims that the economic reforms of 1991 were compelled by circumstance and propelled by crisis which forced then Prime Minister Narasimha Rao to act as he did. "The failure of India's licence-permit-quota raj economic model was visible from 1957 onwards. In 1966, Prime Minister Lal Bahadur Shastri made the first effort to dismantle it. Thereafter, there were incremental attempts by prime ministers Indira Gandhi and Rajiv Gandhi. Key figures from other political parties like Ajit Singh and Yashwant Sinha also tried to unshackle the economy but political compulsions prevailed." PTI ZMN DBL ANS
